If you set midi controls to trigger clips 1-8 in the first page of clips
when you switch to the second page will the midi controller also trigger clips 1-8 here without any reconfiguration?

AS long as you use GLobal midi mapping, yes.
Midi controls will trigger whatever clip lies in teh first 8 parts of whatever bank in whatever layer
