Is it possible to re-arrange the order of the Pixel FX?

For example, I want to add noise to the blur effect, instead of blur to the noise effect...

can it be done?

not on the main interface but you can use the Filter (layer) module where you can stack up to 4 effects including, noise, saturation lightness luma , blur and so on
