How to design a "SORTING LAYER MODULE" ?

Hello,
I am looking for advices about designing a "SORTING LAYER MODULE" like in the main panel.
The aim of this module is to have more flexibility about ergonomics. So, I could mask the main panel and have only this "SORTING LAYER MODULE" and others I designed.
In fact, to scripting this module, I don't know how to realise the pick and drop functions about sorting layer. Could you give me some tips to realize the pick and drop function in a new module ?
