dip switches and latch

At the risk of sounding like a dumb ass. What do the dip switches do and what does latch mean?

Dip Switches are little Switches mainly on the Backside of a Device to do Settings.

Latch Mode:
If you press a button once it stays on after releasing. I You press it again it goes off.
