module that adds filter to mix output (global)

is it possible to write a module that filters the mix output rather than a single layer? this way a blur could be added to the mix output rather than adding 10 blur filters to 10 individual layers, for example. i found one module in the community modules library called filter (global) CINEMAUDIO but as far as i can see this does not actually apply filters globally.
