Is there any way that I could swap a layer from bank A to bank B even if they're both full? Maybe with a specific module?

you can try the (vs) Duplicated LayerStack module and then adapt it ro your needs

the code in that one is not helpful because it duplicates the layer onto the next one instead of changing their positions
