layer-contextual modules don't obey midi binding mode

For example "Filter (layer)" GUI is available for binding in "Layerset/Position" mode. But the bindings I make in that mode apply to whatever layer is in focus. Meaning, the bindings don't work at all unless I click the layer.
MIDI bindings on layer-contextual modules should honor the MIDI binding mode. It should be possible for me to have different filters on different layers all simultaneously controlled by my MIDI controller.
