Just an update if that can be of some help.
Windows Uac was causing the issue, after deactivating it completely, everything installed and ran fine.
Kudos to Notch support for helping me troubleshoot this.

Hi Matt, thanks for your reply...I tried to uninstall all c++ libraries end to reinstall manually and nothing changed. I don't have any of the folder you mention created on my harddrive. ( installations are ran as administrator and folder has R/W permission ) Problem persists...Intereting to mention...

Hello all, after a year off, I reinstalled my madmapper and I'm not able to lauch the program. I get : The application failed to initialize and will now terminate (Error 0xc000007b). I tried to reinstall, cg drivers, vcredist, dx...to no avalailiable... MM5 works on my old laptop though... Anyone go...
