Is there any global effects module?
I cant find any, that works well.

no there is no global effect plugin since the software doesn't work with a global pipeline render (i think i'm right)

if you have a particular effect you wanna apply on every layers you can create a simple module which do this.
you'll find the information needed to build this module page 105 of the manual
