Video flashing last frame of Cue on Restart

Need some help with this one.
We have an issue where the last frame of a video pops on during a restart, changing from one video to another.
Example:
Cue 1 restarts video 1 and plays it.
Cue 2 brings opacity down to zero on video 1
Cue 3 restarts video 2 and plays video 2
Cue 4 brings opacity down to zero on video 2
Jumping back to Cue 1 from Cue 3 or 4, video 1 plays last frame it was on before it reset.
Wondering if anyone has ran into this issue and if there are any fixes, workarounds, or if we are building our cues in a way that is causing this problem. We have seen a few posts with similar issues, and they all seem to be dead-ended. Any help would be appreciated, thanks!
