I have noticed that when I distort a layer by moving a layer corner with the arrow keys that the movement is more than one pixel. Is it possible to make this tuning even finer by moving just one pixel?

it moeves one pixel regarding the zoom factor you're in. The more zoomed your are, the less the movement will be.
