In the fixture editor. Perhaps a checkbox to allow a slider to be defined that does not consume a DMX channel?
The idea would be to use the slider value in expressions on other channels.

We're thinking about it. An ISF header with uniforms usable in expressions would be very flexible. That's not in the planning yet but it could come in a future release.
