Where to bug report?

Downloaded and tried to run 4.0 B13, but getting a "Your account is missing a permission to run Madmapper…", this is a "standard" local user account. I granted the permission, it said it applied the permissions after I provided admin creds. But it did the same thing, over and over. So launched MadMapper with "run as Administrator", and same thing occurred. Now stuck. (Windows 10 Pro)
